Dynamo AI Joins HKMA at Finance + A.I. Forum as Hong Kong Launches “ART” Framework for Responsible AI in Banking

Head of AI Compliance Strategy

Dan Ross, Dynamo AI’s Head of AI Compliance Strategy, attended and spoke at the Hong Kong Monetary Authority’s (HKMA) Finance + A.I. Forum, co-hosted with Cyberport on October 15–16. In his session, “Banking’s A.I. Agenda for the Next 12–24 Months,” Dan covered four themes that are increasingly urgent for financial institutions: risk and control considerations for deploying open-weight models, oversight of agentic AI systems, how institutions should organize around their AI vendors, and the talent banks will need heading into 2027. The forum brought together the HKMA, fellow regulators including the Securities and Futures Commission (SFC) and the Mandatory Provident Fund Schemes Authority (MPFA), and industry bodies including The Hong Kong Association of Banks, the FinTech Association of Hong Kong and Cyberport, along with banks and other market participants. Dan’s participation is part of Dynamo AI’s ongoing work with regulators and policymakers, which aims to turn emerging AI supervisory expectations into practical controls that financial institutions can put in place today.

At the forum, the HKMA launched its “ART” Framework, which aims to build an AI-enabled banking ecosystem based on Accountability, Resilience and Trust. The framework includes updated Supervisory Guidance for the Responsible Adoption of Artificial Intelligence, informed by the second cohort of the HKMA’s GenAI Sandbox. More than 60% of that cohort’s use cases explored agentic AI, meaning systems that plan and carry out multi-step tasks within defined boundaries and controls. The HKMA also announced a GenA.I. Sandbox++ to test agentic applications further. It is also building a data-sharing platform for AI training data with Cyberport and the University of Hong Kong, designed around data quality. It also plans a discussion paper on supervising agentic AI that will explore intent-anchored accountability, a registry of material AI agents, and effective ways to intervene. As HKMA Deputy Chief Executive Arthur Yuen put it, “The progression from generative to agentic AI represents an important new stage of innovation for the banking sector.”

The ART Framework lines up closely with Dynamo AI’s mission. Accountability requires clear, auditable controls over how AI systems behave. Resilience depends on rigorous testing and red-teaming before and after deployment. Trust is earned through real-time guardrails and continuous monitoring, especially as banks move from generative AI pilots to autonomous agents with access to data, tools and workflows. Dynamo AI’s platform is built to provide these AI risk controls, helping institutions show supervisors that their AI is governed, tested and observable in production. “Frameworks like ART give the industry a clear path forward,” said Dan Ross. “We look forward to driving this agenda and providing the critical AI risk controls that help banks put these principles into practice.” Dynamo AI encourages its partners and customers around the world to review the HKMA’s framework. We will keep working with the HKMA and with regulators in other markets to help move the industry toward safe, compliant and scalable AI adoption.
